2026 Rule of Law Report – Country Chapter on the rule of law situation in Belgium. The report is based on a qualitative assessment conducted by the European Commission, drawing on contributions from national authorities, civil society, professional associations, international organisations and other stakeholders. It also reviews the progress made in implementing the recommendations issued in the 2025 Rule of Law Report.

How-effective-is-whistleblower-protection-in-the-EU_Report – Transparency International Belgium

“Transposition of the EU Whistleblowing Directive was slow, uneven and often late across the EU. Several member states, including Poland and Estonia, adopted legislation years after the deadline. At the same time, a number of countries have already begun revising their national frameworks following initial transposition
(Bulgaria, Greece, Ireland, Latvia and Romania) while
others are considering reforms (Belgium, Slovakia, the Netherlands). The European Commission’s feedback influenced some of these developments. In several cases, amendments have been driven by feedback from the Commission or linked to conditionality under
EU Recovery and Resilience funding.”

The Corruption Perceptions Index (CPI) 2025 ranks 182 countries and territories: the global average dropped to 42, and 122 countries score below 50, signalling widespread public sector corruption.

Country Chapter on the rule of law situation in Belgium

On 8 July, the European Commission released its annual Rule of Law Report, offering a comprehensive assessment of the state of democracy and the rule of law across all EU Member States. While the Commission recognises that Belgium upholds key democratic standards, its performance could be significantly improved were it not hampered by external pressures, notably fiscal constraints and the worrying influence of organised crime.

Citizens’ attitudes towards corruption in the EU in 2025 – Eurobarometer 2025

“This Eurobarometer survey is designed to explore the level of corruption perceived and experienced by EU citizens. It has been conducted ten times since its first edition in 2005. It covers the following areas: general perceptions of corruption including acceptability, its perceived extent, and the perceived changes in incidence in recent years; detailed attitudes to corruption in public institutions and business, and the effectiveness of government, the judicial system, and institutions in tackling corruption; personal experience of bribery, and the incidence of corruption in contact with institutions; corruption at the workplace; whether corruption was reported, awarness of where to report corruption and the level of trust in various authorities to deal with it.”

Beyond perceptions: Applying behavioural insights to the OECD Public Integrity Indicators
